Hello, I have seen Guthrie do this picking when he's playing some funky stuff, almost like a drummers 4 stroke ruff. I’ve seen him do it as well as Al Di Meola, here is a clip of what I’m talking about (you want about 4:49)

just relax your wrist, and whip it in the groove. work with a metronome; most people tighten up when doing this, but i find that loosening the grip makes it much easier to perform. an exercise you can do is switching between 16th notes and 16th note triplets in order to get the feel down. _________________ "What's wrong with being sexy?" - Nigel Tufnel
its not "al di meolas technique" at all infact its much older
check out all the original funk acts, this is the way you need to pick in order to play the style, its a world away from what we are used to, but so important
Can anyone please post some references to good exercises on mastering this?
I have been trying to strum like that for quite a while, but I find it really really hard to move my hand that fast.
Get your metronome and set it at 60 bpm or less.
Start strumming a few strings like G, B, E playing 16th notes (4 even notes per beat), the key is to strum them all using only downstrokes. Once you get comfortable doing this, try to strum using an upstroke in between each downstroke, you will then be playing 32nd notes or 8 even notes per beat.
Go back and forth playing four 16ths and eight 32nds, then increase the speed on your metronome.
Do the same thing using triplets all downstrokes (3 even notes per beat) and sixteenth triplets (6 notes per beat).
Later on, you will try to switch between 16th and 16th triplets, or any other combination of various subdivisions.
